why is my apple tv not recognizing my apple tv subscription? how do i register it as one of the devices for apple tv subscription?

In settings - users & accounts. Sign into iCloud with the same Apple ID you use for the subscription.

I think it is the Apple ID account for Store services that matters for subscriptions through Apple. (For many users, that will be the same as the Apple ID for iCloud services.)
