How to return lost iPhone?

I found an iPhone 13 Pro with iCloud locked. Is there any way I can find the owner or unlock the iPhone?

It would be best to see if any store in the area has a lost and found. Or contact your local authorities. There is no way for you - or Apple - to unlock that iPhone or find the owner.
