It is about the App Anki Mobile Flashcards, which I bought on my my account, I have family sharing setup with my son's apple ID
When I try to download the app on my son's phone I get the messages like on the screenshot
Any ideas?

I presume you did not request a refund for the app? If you did not, then contact Apple about the issue at Choose your country or region - Official Apple Support. According to the app's App Store web page it is eligible for Family Sharing.
