Yes, you can synchronize your iCloud Password between your iPhone, iPad and Windows with iCloud installed.

On your iPhone and iPad, you must have Password and Keychain activated in iCloud.

Go to: Settings → Apple ID → iCloud → enable Password and Keychain

On your Windows PC, download iCloud. You can do that from the Microsoft Store.
