Organizing picture location
On a MacBook Air Is there an efficient, quick way to corral pictures residing in the folder pictures and photos and other random locations in one location?

Do I understand that you want all the pictures from, say, Waxahachie, Texas, to be listed in an album, maybe named "Waxahachie?" You can do that!
Go to Places, and zoom in on Waxahachie. Perhaps oddly, I find that I have 164 pictures from there!
If you click on the Waxahachie picture icon, you'll see all of your pictures from Waxahachie. Click on one of them, select all (⌘-A) and then go to "File>New Album with Selection" and name the new Album "Waxahachie" to get the new album with all pictures from that one place.
(I've never typed Waxahachie so many times in one sitting.)
