2021 iPad Air will not update to 16.3.1

For some time I have been trying to update my iPad Air to 16.3.1 with no success. I have access to solid wifi, I have 2/3 of device memory available, it is certainly new enough to accept the update, and allowing it enough time to download has not been a problem. I have connected it to my iMac and tried to download the update that way with not success- just endless spinning so that it appears to be downloading but never gets anything accomplished. There is not discernible reason for this to be happening! I found a thread that suggested turning off automatic downloads and shutting the device down before manually requesting the update. Still get the same error message. Suggestions on how I might resolve this would be appreciated. Thanks!

Given everything that you have already tried, if you continue to experience difficulties, you might be best advised to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page.

Alternatively and perhaps easier, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to provide expert assistance:
