Can't download App Store in school iPad

Because the school has likely blocked it (which is very common for schools). You can talk to the IT department about it, but they will most likely say no. If they say no, there is nothing you can do.

If you are using an iPad that is not yours, then the school has it configured to not allow downloads or certain apps. They have the right to do so - it is their property.
