Ipad screen has a blinking dark line

Turn the iPad OFF and then start it again. If that doesn’t resolve the issue, then this may be hardware related.

Take a screen shot and see whether the line appears in the screen shot photo. If it does NOT then the issue is with the screen and if it DOES then the issue is with the logic board.

You just purchased this iPad last month. Can you take it back to where you purchased it from and ask for a free repair or your money back?

You diagnosis tells me that it is definitely a hardware issue. We are not going to be able to address this through software or settings changes. That iPad requires a repair to fix that line across the screen.
