This may be due to your Browser cache or excessive cookies. I suggest you to clear browsing data and I hope that it will fix your issue.
I mostly do work on social media platforms and some times, this issue happen and my social media websites don't open. I always clear cache and this issue gets resolved.

Having this same issue, the safari on the ipad loading html version of the websites, tried almost everything, like reseting the device, software updated
