I’m thinking of purchasing Apple TV 4K and wondering what the advantage is of the extra storage? Can I download from AppleTV, Disney+ and Prime to watch later? We’re in a rural area with sometimes spotty Internet, so watching the buffering “Circle of Frustration” is not pleasant.

Unfortunately for you, the storage will not be used for streaming content (e.g. full movies or episodes). The storage will be used for system software, settings, apps, screen saver cache, other cache (e.g. snippets of content, including GUI media). Especially game apps can be quite large in size.
Users can mostly stream using AirPlay for pre-downloaded content on iPhone or iPad or Mac, to Apple TV box, thus using other storage.
