It used to be, select an app and the windows in that app came to front, now they stay hidden?
I have to manually pull down the view tab to see what is open. I use command tab to switch applications like 100 times a day, I want to refer to that PDF I have open without having to hunt for it.

If you hide the app, it should come to the front and unhide.
If you minimize a document window, it won’t open when you select the app icon. You have to open it from the Window menu or Dock icon submenus.
right, I understand that but when I used to use Apple + Tab to switch apps, the windows for that app would be open still. I work fast between many applications and this is just a feature that slows me down
Make sure that in the settings for Mission Control “When switching to an application, switch to a Space with open windows for that application” is Checked.
