I just don’t know if I recognize this device? How do I find out where this is at and what device?

This pic posted by you is probably a windows laptop with iCloud Drive / iCloud Photos enabled. Please see the pic below on my iPhone 12 Pro iOS 16.4

I recognize all my devices.

If you don't recognize the device remove it.
