When I access location services it only lists SIRI, Apple Maps and system services. So I can't give permission to use location services for any other application, for example Safari. Any ideas how to get the other apps on to the list please? (Using latest software BTW)

Thanks for your assistance. Strangely though the problem might be resolving itself. As I open apps that aren't listed I am now being asked if I want to let them use location services. If I say yes then they are being added to the available "toggle" list on location services..
So will just open everything up, give them access if asked, then go back and toggle off anything that I don't want to give permanent access to.

Sorry, but you have me a bit stumped as to the reason why you are only seeing a few apps. In theory, apps that can utilize location services, should appear here.
I only have three ideas for you:
What version of macOS is your MacBook Air running?
Prior to macOS Ventura: System Preferences > Security & Privacy > Privacy tab > Location Services > If locked, enter the Administrator password > Enable Location Services. From there you should see a list of apps for which you can enable/disable locations services for.
For macOS Ventura: System Settings > Privacy & Security > Location Services. The list of apps should be present.

I'm running Ventura 13.3. I can get to the location services page OK but the problem is that, apart from the three I listed above, no other app is showing. So I can't toggle anything else upon or off.
Ah, you may have hit on something that I didn't think about. That is, until apps make the request, they don't necessarily show up in the location services list. It must have been the same for me, but didn't realize it was happening. Good find!
Hmm, I just checked my M2 Pro Mac mini, also running 13.3, and they are quite a few apps listed.
Are you logged on with a standard or Administrator-level user account?
Had a look and it shows me as Admin user,
