Though I am not very clear about what you want to open or what you have received I am guessing it and giving my perception of the issue faced by you.
On iOS 16.4, the steps for opening a Note from text or email are as follows:
- Open the text message or email that contains the Note link.
- Tap and hold the Note link until a menu appears.
- Tap "Copy" or "Copy Link" to copy the Note link to your clipboard.
- Open the Notes app on your device.
- Tap the "New Note" icon to create a new Note.
- Tap and hold the note body until the context menu appears.
- Select "Paste" to insert the Note link into the Note.
