Though I am not very clear about what you want to open or what you have received I am guessing it and giving my perception of the issue faced by you.

On iOS 16.4, the steps for opening a Note from text or email are as follows:

  1. Open the text message or email that contains the Note link.
  2. Tap and hold the Note link until a menu appears.
  3. Tap "Copy" or "Copy Link" to copy the Note link to your clipboard.
  4. Open the Notes app on your device.
  5. Tap the "New Note" icon to create a new Note.
  6. Tap and hold the note body until the context menu appears.
  7. Select "Paste" to insert the Note link into the Note.
