Your question is unclear. Are you attempting to:

a) Avoid receiving all messages to both your iPad and iPhone - limiting sending/receiving of all messages, via the Messages App, to just your iPhone?

b) Prevent receiving/sending of SMS/MMS Messages by your iPad - such that only the iPhone can send or receive SMS/MMS messages, but both iPad and iPhone can still access iMessage?

c) Something else?

If you can refine your question, describing precisely what limitation or restriction you are attempting to achieve, appropriate guidance can be provided.

Assuming that you are just trying to limit SMS/MMS messaging to your iPhone (i.e., “b” above), you must explicitly disable Text Message Forwarding for your iPad on your iPhone...

On your iPhone:

Settings > Messages > Text Message Forwarding - set to OFF - and/or explicitly disable your iPad from the list of devices.

You may also wish to disable Messages in iCloud for your iPad:

Settings > [Your Name / AppleID] > Messages - set to OFF
