in Mac OS X Mail the toolbar will not allow me to move icons, remove icons or rearrange them how I want when in customize toolbar mode. I am not talking about a specific icon- I am saying that every single icon is frozen and will not allow any change. I can ONLY add icons to the default icon toolbar- no changes allowed. anyone????

That is unusual. Does it help if drag the default set? Hopefully it might jog the toolbar into compliance.
If that does not work, try restarting in Safe Mode and see if that helps with making changes to the toolbar.

Is there any chance that your status as Administrator changed?
dragging the default toolbar from customize toolbar window just added more icons and none of those could be changed either.
I booted to safe mode and was able to change the icons though. thanks.
