How to create a bootable drive of an old os version on Ventura?

I want to create a bootable drive to use on an old iMac that is stuck in recovery mode. It was running High Sierra and I'd like to reinstall it via the flash drive. I've tried to download the High Sierra via the links provided by apple on my MacBook but because my Macbook is running Ventura it just takes me to the software update page and says there are no updates available at the moment. How can I download the installer just to add to a USB drive?

MacBook Air 13″, macOS 13.2
