Can my kids have their own payment method?
I have the family share plan but all purchases are coming out of one card, can my kids have their own payment method so they can manage their own money and purchases?

No, except for redeeming gift cards into their individual accounts or turning off Purchase Sharing.

If purchase share is turned off, do they still have access to Apple Music, Apple TV and iCloud storage?
