folder of pics on desktop cannot scroll

Lots of pics in a folder on my desktop. It will not let me scroll from the enlarged picture to picture? Instead have to hit on small photos on bottom. Did check mouse etc? should inertia be shut off? Don't think that si t. If I use photos I have no problem scrolling but opening on a folder on desktop have issues? Just upgraded to Ventura. Im Sure there is an easy fix but cannot find?? I see they moved preferences on Ventura. Like the old one?
