Yes, but unless the same person uses both iPhones, using the same Apple ID can lead to data merging and all sorts of issues with intertwined messages and calls which may be hard to resolve.
An Apple ID should only be used by one person and should never be shared.
AirTags are designed as personal devices, that should only be tracked by the person that owns them.
