Cookies are enabled by default, but if they have become disabled read Enable cookies in Safari on Mac - Apple Support.

If a website alleges you need to enable cookies for it to work, and you did not disable them, then the website is mistaken. In that case If Safari on Mac doesn't open a webpage or isn’t working as expected - Apple Support may be applicable.
