How do I move apps to iCloud?

There is no option to move apps to iCloud. When you delete an app, it is not stored in iCloud.

However the "Offload Unused Apps" option in Settings > General > iPhone Storage may help. See the information about unloading apps in How to check the storage on your iPhone and iPad - Apple Support
