Are you looking for macOS 13 or macOS 10.13. They are different things and have different requirements.

Ventura is macOS 13, and should not be confused with macOS 10.13, which is High Sierra. If your Mac is running macOS 10.12 Sierra as suggested by your device line, then it very likely cannot run Ventura.

Back up your data, check the application compatibility table, click here, and then on the download link for High Sierra. For reference, Macs run macOS, not iOS.
