If transfering data and settings from an older device to a new iPad, your existing email accounts and associated settings will be automatically transferred to your new iPad.

These support pages should get you started with setup of your new iPad - and the methods of transferring your data from old to new iPad:

Set up your iPhone, iPad or iPod touch – Apple Support

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.

“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.

Otherwise, if you are setting-up a new iPad from scratch, you’ll need to add your email account(s). The process is semi-automated - the majority of settings being automatically detected and configured. You can add email accounts from iPad settings:

Settings > Mail > Add Account

Additional guidance for adding email accounts to your iPad can be found in this support page:

Be aware that some email providers now require the use of App Specific Passwords when accessing mail over IMAP or POP3. If this applies to your email account, you will need to generate a unique password for your iPad email account - that will differ from your normal Account Password. As examples - AOL, Yahoo, Google, Microsoft all use App Specific Passwords when using anything other than their own email client Apps.

If you need to generate an App Specific Password, you’ll need to log-in to your Mail Providers account management webpage - using a web browser - and generate the Password from the appropriate account security page.

For Yahoo, more information can be found here:

Do you use an App Password? If so, try a new App Password.
