I cannot send Audio Messages through my text anymore. What happened?

Please go to: Settings > General > Keyboard. Now scroll down, and ensure that the Enable Dictation switch is ON.

I checked the Enable Dictation is ON. I turned it off and back on. Still getting "Cannot send Audio Messages at this time." message.
I cannot send Audio Messages through my text on my iPhone anymore.
