All of a sudden on Ventura I cannot buy songs in iTunes store without joining Apple Music!? Please advise

says:

"If you don't subscribe to Apple Music or want to purchase a song or album, you can buy music from the iTunes Store". 

The article gives the method with steps to follow for buying songs.

Try restarting your Mac first: Apple Menu > Restart
