That will depend on how you are using iCloud.

• If you are using iCloud Photos on your iPhone, any photo you delete in Photos on your iPhone, will be deleted from iCloud as well. And your regular iCloud backups of your iPhone will not include your photos, because items you are storing already in iCloud will not be included in your iCloud device backup. So there will be no way to get deleted photos back from iCloud, once the have been removed from the Recently Deleted album and have been permanently deleted. If you are using iCloud Photos, it is essential to back up and save your photos regularly, by saving them on a computer.
• If you are not using iCloud Photos and are making iCloud backups of your iPhone, the iCloud backup will include the photos and you can recover delete photos by restoring the iPhone from the backup, but only for a limited time, because the iCloud backup is a rolling backup.
