Can someone tell me why I needed to down load Rapid Security Response iOS 16.4.1?

As the article above your post says, this update delivers important security improvements between software updates. If you want to keep your iPhone as secure as possible, then you need to download it.

It's just a software update. You can apply it or ignore it. Won't make any difference.
