If you were using the same cellular carrier, that provided you with a SIM card on your iPhone 8, then yes, you can use this same card for your iPhone 14 ... but only if your new iPhone 14 has a physical SIM card slot. Otherwise, you will need to work with your carrier to set up an eSIM for their service with your new phone.

The SIM card in your iPhone 8 contains NO DATA; all it has is the link to your mobile account. So you can’t transfer data using the SIM. Here is how to transfer data from your iPhone 8 to iPhone 14→Transfer data from your previous iOS or iPadOS device to your new iPhone or iPad - Apple Support
If you purchased the iPhone 14 in the U.S., the model of iPhone that you have does not have SIM card slot. The phone will need to be configured using what is known as eSIM, which is software rather than hardware.
Contact your carrier for assistance in setting up the eSIM on your new phone.
I’m trying to set up my new phone and transfer everything to my new phone
If they have T-mobile, transfer of the account to the esim will take place during the data transfer from the old iPhone.
