Closed tabs on Mac Safari keep reopening

Hi. When I close confluence tabs on my Mac, they’re open again when I go back into Safari so I now have 50+ of confluence page open and running at once. I need help in getting rid of this, it's draining my battery faster. I am using Mac M1 Pro 2021, Ventura 13.3.1 (a)

MacBook Pro 14″, macOS 13.3

Here are a few settings and other things to check:

Close tabs in Safari on Mac - Apple Support

Control which windows Safari reopens on Mac - Apple Support

Prevent apps and windows from reopening on Mac - Apple Support

If they don't help quit the Safari app, then press and hold a Shift key while launching Safari from Applications or the Dock. That action opens Safari with no previously opened windows or tabs.

Release the Shift key when Safari opens.
