My photo is not entering the iCloud even though i have upgraded my icloud into 200 gb

My photo are not entering Icloud its says downloading but stuck in 3%

iPhone 12, iOS 16

iCloud Photo Library will sync photos to iCloud which can save space by not downloading originals to your device if the setting is turned on. You can learn more here: Set up and use iCloud Photos

As for the issue where it's not completing the sync, these steps can help:

Make sure to stay on a Wi-Fi connection while the process completes:
Restart the device you're using which will restart the sync process: Restart your iPhone
Verify Lower Power Mode is not turned on: Use Low Power Mode to save battery life on your iPhone
