My sounds will play in the effects panel but when I pull them into the timeline then there is no longer a waveform visible and no audio plays from the sound effect during playback.
For example: This BOOM SWOOSH sound effect will pay in the effects panel but will not play in the timeline

Hmm I think DRM restrictions are pretty unlikely. I've used it many times before. I was even using it in this timeline yesterday. Unless something changed from yesterday?

FYI, I just downloaded an AAC version (.m4a) and put it in the appropriate folder. It shows up in FCP and works in a timeline, as well as the Browser.
I'd suggest turning off background rendering if that's on, and restarting your Mac.
That worked! Now I don't have my Local library that I had before though with all of my events and projects 😵💫 The dialogue box said my Libraries and Documents would be unaffected. How can I re-import my previous Local library?

In FCP, "File -> Open Library". Navigate to your previously in-use Library (or Libraries) and choose them...
Trash your preferences. Make a new project and try to put it ins there.
Where is the effect stored? How did you get it into FCP?
It's stored in /Library/Audio/Apple Loops/Apple/Final Cut Pro Sound Effects
I searched in the Sound Effects panel within FCP then dragged it into my timeline from the effects panel
There may be DRM restrictions on it. Can you point me to where the original came from to try to see what’s happening?
I can't download it on the Mac.
Resetting the application resets it to the default Untitled library in Movies. Use File>Open Library and find your library to open. Or locate it on your system and double click it.
