Missing items in Photos on MacOS

I have approx 20,000 photos taken on my iPhone that are stored in iCloud. They all show up on my phone and on the iCloud.com website . I bought an M2 MacBook Air about two months ago, and there are around 2,000 photos / videos missing from the Photos app.

Is there a way to force it to sync? What is the solution to be able to see them all on the Mac?

MacBook Air, macOS 13.2

Make sure you enable iCloud on the new MBA and also make sure to use the same apple login for it that you use on the iPhone.
