An AppleTV without a network connection cannot be used for anything at all - and as such, you’ll not be able to wirelessly connect with it. An AppleTV will connect to a TV or external monitor using an HDMI cable-connection.

So, in absence of a network connection, have you considered connecting your iPad directly to your TV using an HDMI cable? To do so, you simply require an appropriate Adapter.

The tags appended to your post suggest that you have an iPad9. The iPad9, along with many other models of iPad, has a Lightning connector. As such, you would require an Apple Lightning Digital AV Adapter:

If instead your iPad has a USB-C connector, you can use an Apple USB-C Digital AV Multiport Adapter:

When using either Adapter, just connect the HDMI cable that would otherwise have been connected to an AppleTV box. You can also simultaneously connect your iPad Power Adapter to the Adapter.
