When it says can’t verify payment method contact Apple support what that means tried three didn’t cards

It’s saying add payment method when I already have it linked on there all I’m trying to do is download apps like…. I don’t understand

My billing address is on their and i already typed every single information that they asked, but when i click continue it said that i should type them again but its already typed 😭, how to fix it
