If you lost the remote for your Apple TV - Apple Support
You will need a functional remote to set up the (Wi-Fi) network settings first. If you can’t borrow one temporarily to set it up for use it with a software remote, then the other option is to buy a replacement remote.
You may be able to circumvent that by using ethernet, but then you have to stick with ethernet. It won’t help in a transition to Wi-Fi.
