Within a Family Sharing Plan, can a "Parent", not an "Owner" Permanently Delete Stored iCloud Data?

I have a Family Sharing iCloud Storage plan. I am not the account "owner", but I am a "parent". If I have photos and videos that have been stored in iCloud under my apple id, am I able to permanently delete them from the stored back-up photos?

You are able to delete whats on iCloud but only what's under your own Apple ID .
