Exporting a frame from a video to photos

I am operating with Photos 7.0 on the Monterey OS 12.6.5 but the export function has the command "Export Frame to Pictures" greyed out. The video was taken on my iPhone XR. Please help

The option "File > Export > Export Frame to Pictures" is only available, after you have opened the video and moved the playhead to the frame you want.

Are you viewing the video enlarged, and is the playhead available?
