Apple ID greyed out unless on Wi-Fi.
My Apple ID and subscriptions are grey and not active over cellular iPhone 13 mini . All settings have been reset; the only solution is over wifi. (Screen time setting is not relevant).

Same on my device after upgrading to 17.1.2. I also cannot sign out of Apple ID on my phone even though screen time is disabled, no screen time passcode set, and family sharing disabled. Frustrating.
