How many devices can be listed in iphone 11pro "Bluetooth" (just listed, not used simultaneously), and how many of the SAME devices can be listed (not used simultaneously, just listed). Thanks.

I don't know that there is a limit. At various times, I have three or four speakers and two sets of AirPods listed as well as my Watch, water bottle, blood pressure cuff, Livescribe pen, coffee pot (don't ask). At the time of this writing, I have thirteen devices paired but only two connected.

Unfortunately, I think yours is what most people would call an "edge case". It is probably very rare that anyone pairs six identical Bluetooth devices to their phone. So, not very many people are going to have much experience with that.
I'm asking because I had 6 pair of jaybird Vista earbuds on the iPhone 11 pro Bluetooth list. it wouldn't accept a 7th, which did, however get accepted, and paired, on my ipad.
Well, then, that might be your answer. Or, it may be that the seventh headset needed to be reset. Or something else.
