Pages

The template chooser is the default panel for Pages unless you choose to enable Pages in iCloud Drive. If the latter, then your default launch panel will be a file chooser. Otherwise, the File menu Open… panel can override the template chooser and present the File chooser.

System Settings > Your Name > iCloud > iCloud Drive > Apps syncing to iCloud Drive > ☑︎ Pages.

Look under the File ➙ Open Recent menu option.

The only recents in the opening template window are those templates that were recently used.
