I circled my problem. I recently had to get a new phone and right after I signed in with my Apple ID and got the new phone setup I have not been able to click on it. Can someone please help me out with this issue?

This means there is some restriction in place on your iPhone preventing you from changing Apple ID settings.
First, check your Screen Time settings to see if a restriction is present there: Set up Screen Time for yourself on iPhone - Apple Support.
If that isn't the problem, it may be a mobile provisioning profile. Check for one in Settings > General > VPN & Device Management.

If you still have issues resetting your Screen Time passcode, contact Apple Support.

thank you for the help. And I did go to screen time but it is asking for the passcode and when I put my passcode in it says it failed. How would I go about resetting the passcode for screen time if I can not get access to it?
