Apple Watch Series 8 requires an iPhone 8 or later with iOS 16. You can find more information on that here: Apple Watch Series 8 - Technical Specifications
As the iPhone SE (3rd generation) is compatible with iOS 16, you can pair a series 8 Apple Watch with it.
