Can I recover the data on an apple watch after re-pairing when not all data was backed up to the iphone?

I just re-paired my apple watch and the last 30 days of voice recordings were not being backed up to my iphone. Can i recover these erased recordings from the watch?

If you did not un-pair it correctly and you were not sync'd to iCloud, and therefore the voice recordings were not backed up or sync'd, then no, the data is lost.

Most people have voice memos turned on in phone iCloud settings so they would be in iCloud and come back to the Watch after a while, but it sounds like you did not.

iPhone Settings, [your name], iCloud, (show all), voice memos
