How can I install iOS 15.6.1 to my iPhone 12 Pro Max and iPhone 13? We have an issue that we want to replicate on our devices with the specified OS version.

You can't. Only the latest-compatible iOS version installs on an iPhone: iOS16.5 (as of this post).
