I am unable to download a folder of pdf-files from my iCloud Drive to the desktop (or any folder)on my iPad3 (which is new to me). When I click the "Select" button only 3 options appear at the bottom of the screen: New Folder, Move, Delete. (i.e. no cloud-download symbol appears).

You don't need to download a folder of pdf-files from my iCloud Drive to the desktop (or any folder) to my iPad3.
Use the same Apple ID, you can access iCloud Drive from your iPad and see all what you have save in iCloud Drive.

You don't need to download a folder of pdf-files from my iCloud Drive to the desktop (or any folder) to my iPad3.

You can only download individual files, not folders, as I recall.
Try to login through iCloud and download it from there
