In one of my Photos Libraries, the Photos Libraries icons have mysteriously moved from the top of the sidebar to the bottom of the sidebar. This contains the Library, Memories, People, etc. Can it be moved back to the top of the sidebar?

Yes just grab the category and drag it t where you want it.
