Deleting unresponsive app.
When trying to delete an unresponsive app, I never get the second “delete app” option. My only option is “remove from Home Screen “ or Cancel

Deleting an Unresponsive App:
OK, so what's the app? If a built in app, you may or more not be able to delete it. So, report back if it is shown here: Delete Built-In Apple Apps from your iPhone, iPad or Apple Watch – Apple Support. If it is not shown, then it cannot be deleted.

Close All Apps:
An app may be running th the background. So, close all apps. Hold you finger down as you swipe up from the bottom-left corner, to the top-right corner. Then, close all of these open apps, by swiping up quickly for each app. Once all is closed, try this once. ore.
I’ve done this as well. Doesn’t seem to make a difference. Is there a way to delete an app from my iPhone without using the iPhone to do it?

For future reference, that was what people were asking about when they asked you if you had any "parental controls" enabled. It's a bit confusing because they aren't called that on the phone itself.

On your phone, go to Settings>Screen Time>Content & Privacy Restritions>iTunes & App Store Purchases>Deleting Apps and set it to "Allow".

What app are you trying to remove? You can also try to restart your phone - Restart your iPhone - Apple Support and try again after you boot it back up.
Are you using any parental controls that would prevent deleting apps?
Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support
I would also try a forced restart and see if that helps. This is not a conventional restart of your phone.
