You will need to call Apple Support and tell them you wish to zero your balance - Contact Apple for support and service - Apple Support.

I would advise seeing if there are any purchases you can make to bring this closer to $0, but if you cannot find anything or don't wish to buy anything, you will need to contact Apple Support.
