A bothersome bitter hacker is always monitoring my phone and accounts I am SO tired of him changing every photo into a cutesy cartoon!
Now, he has changed my passcode to get in
he hears my every word and can see me through the phone at all times

If your devices are as compromised as you state, perhaps you should consider starting-over with completely different addresses, phone numbers, and hardware.
You should also be reporting it to the police and obtaining legal advice.
